National Capital Tartan Day Tartan Day Luncheon and Program
at the British Embassy
This year, NCTDC has decided to host a luncheon, featuring a single prominent speaker, instead of a day-long Symposium, as in past years. The speaker will be Charles Hay, 16th Earl of Kinnoull, who will be visiting Washington from Scotland. Lord Kinnoull will speak to us on his twin roles as Convenor of the Cross-Bench Peers in the House of Lords and Commander of the Atholl Highlanders–the only private army in modern-day Scotland. The annual Tartan Day Award will continue to be presented this year at our DC event.

Due to the nature of the event all attendee must be invited and pre-registered to attend. No one will be admit at the door who is not on the pre-submitted list to the embassy. This event’s tickets are on a “first-come basis” and non-transferable. Attendance is limited to 50 guests.
Confirmed registrants for this event need to arrive 30 minutes in advance to go thru security and will be notified about by email in advance of any and all Embassy security requirements (for example, no cell phones at the event).
Dress for the event will be Business Attire or Highland Day Wear (kilt and kilt jacket) for gents, Business attire or Semi-formal for the ladies. All attendees are encouraged to wear the tartan (if not the kilt, then as a necktie, sash, etc.).

Charles Hay, 16th Earl of Kinnoull
Educated at Eton College. A qualified barrister, called to the Bar in 1990 (Middle Temple). He succeeded his father as Earl of Kinnoull in June, 2013.
The Earl was elected to sit in the House of Lords at a cross-bench hereditary peers’ by-election on 4 February 2015. In 2016, he was appointed to the Select Committee on the European Union and also the Justice Sub-Committee. In September 2019, he became Chair of the European Union Committee, and Principal Deputy Chairman of Committees of the House of Lords. He has served as a Deputy Speaker since becoming Principal Deputy Chairman of Committees. In January 2022, he was appointed Vice Chair of the UK delegation to the Parliamentary Partnership Assembly, the new joint body between the European and UK Parliaments. As such, he was the leader of the House of Lords delegation. In April 2023, he became Convenor of the Cross-bench Peers and, as a consequence, in June 2023 stepped down as Chair of the European Affairs Committee and as Vice Chair of the UK delegation to the Parliamentary Partnership Assembly. At the same time, he was appointed to the House of Lords Commission.
Lord Kinnoull has been a member of The King’s Bodyguard for Scotland (Royal Company of Archers) since 2000. In June 2017, he became commanding officer of the Atholl Highlanders. In January 2018, he was appointed a Deputy Lieutenant of Perth and Kinross.
